Understanding Risk As It Relates To Business, Family and Relationships

Today is Sunday, Oct. 2nd 2016 and I decided to write this blog in the middle of watching the Atlanta Falcons play the Carolina Panthers at the Georgia Dome in Atlanta, Georgia.

To some who are fans of either NFL Football Team, this act would appear a bit disturbing; when perhaps in their minds, I should be watching the game.  Well, believe it or not, I would have to concur with those particular Fans of either Team.   Why?  Well, for me NFL Football is a favorite past-time of mine during this season.

However, I'm going to do or say something that from a business outlook and standpoint, I would normally advise not to do.  That would be related to getting personal.  A risk is defined as being exposed to danger, harm or loss. Note: Risks are not always avoidable.  Hopefully, from my personal example of a risk, others could learn a valuable lesson directly or indirectly.

As an African American Male period, it is not always effortless in operating a business. Whether you are Man or Woman of any Race, Creed or National Origin- your journey in running a business is not always easy neither; please allow me to voice that thought more clearly.

No Human Being that I happen to know of on this Earth is perfect, which includes me, myself and I.   But,  to be successful in any and every endeavor in life, you must except failure as a reality.

Today, I failed to make a particular woman that I had genuine interest in smile.  I failed to comprehend her, read between the lines and now it is time for me to move forward and onward.

The question you might ask is...   C. Henry, why are you sharing this personal information on your business related blog?  ( Disclaimer: My answer is not pertaining to my personal relationship:)   Believe it or not, building a great business relationship with a client starts with you (the person).   Nevertheless, if failure occur when in an attempt to accomplish a goal in mind; accept it and , learn from it.  Then, forgive the situation or person, forgive yourself and move forward.

There are always indicators of failure when you take steps that are risky period.   Whether you thought it thoroughly out,  gathered all the intelligence to make the right moves, avoid the pitfalls and toke the right steps;  something could still go wrong.

A personal, family or business relationship could all have similar functions in development, as well as, risk.

Think about that for a moment while I catch up on the Falcons vs. Panthers NFL Football Game.  By the way, its the 3rd Quarter with 4:57 left in time on the clock.  Falcons 31, Panthers 10.

To understand risks taken, consider building your strengths when developing your business.

Recently, Gallup Polls posted Strengths-Based Development: Leadership's Role information.   According to the polls, business that utilize Strengths-Based Development, profits increase 29%.

So, what is Strengths-Based Development? Strengths-Based Development is perhaps increasing your strengths or tasks that you perform well.   I would suggest that you utilize this process to overcome obstacles or failures due to risk taken to eventually accomplish a particular goal in business.    Basically, do not dwell on despair as a result of a particular risk that end in failure, instead, continue to move forward.

Oh, by the way, the Atlanta Falcons beat the Carolina Panthers, 48 to 33.   Well, those are my thoughts. What say you?  Thanks for reading our blogs!

On Tuesday, September 28th 1976,  Stevie Wonder and Motown Records released the album, " Songs In The Key of Life ". 

Within this record,  Stevie Wonder wrote a song called,  "Love's In Need Of Love Today"






As a businessman, a veteran, Man of God, a Man that could love one Woman and a U S Citizen;
I've experienced a lot in the short time that I spent on this Earth.

Among Defense agencies, the Army and Navy are the biggest 4th Quarter spenders, while the Air Force and other Defense agencies do most of their purchasing in the first quarter. Army 4th Quarter spending centered on information technology, communications equipment and technical services, while Navy 4th Quarter spending centered on aircraft and supporting technical services.

Among civilian agencies, the Health and Human Services and State Departments are the big 4th Quarter spenders, while the Veterans Affairs, Energy, Treasury and Justice Departments lead in 1st Quarter Spending. “Pharmaceuticals, medical equipment and Health IT are popular 4th Quarter purchases for HHS and VA,”.

1st Quarter is when agencies obligate funds for core mission needs, including Healthcare for ((the Defense Health Agency), aircraft maintenance for Air Force, research labs for DOE, and prisons for DOJ. This contrasts with 4th Quarter, when a surge of spending occurs for IT and professional services as agencies scramble to expend their remaining funds. Knowledge is key.

We are currently in the last month of the biggest spending push of the year for the federal government market. While many private sector companies slow down for a long, inactive summer, the savvy government vendors are actually going full speed ahead during the summer months with targeted, aggressive marketing and sales campaigns to go after the federal end of year spending rush.

There are many things that should have been in place prior to the end of the fiscal year, which would allowed success of your company in the federal market. Last minute marketing will not assist in your success during the final quarter spending. There is a saying that I believe is real “People buy from people they know”  It does help if you have relationships in the federal government.  

Things to ensure are in place before the End of The Federal Spending:
·         Understand the Federal Government Funding Trend
·         Identify agencies that are buying your products and services
·         Get in front of decision makers early
·         Develop business development strategies
·         Educate your company about direct contract award (Sole Source) and limited competition contract award

Let’s start with the Contracting Officer Technical Representative (COTR)
 
As the COTR, their primary duty is to monitor the Contractor's performance to ensure that all of the technical requirements under the contract are met by the delivery date or within the period of performance, and at the price or within the estimated cost stipulated in the contract.  In addition, they will be required to review and certify to the Contracting Officer that the Contractor’s invoices should, or should not be approved for payment. This is very important for a Contractor, if you do not have a relationship with your COTR, it could cause a delay in payment.

In the performance of the duties delegated to the COTR, he or she could be held personally liable for actions taken or directions given by the COTR to the Contractor that are beyond the authorities to the COTR.

Duties as applicable to the followings:


·        Monitor Performance

·        Monitor Costs

·        Changes the Contract

·        Visits and Meetings with the Contractor

·        Inspections of the Contract Items

·        Standards of Conduct and Conflict of Interest

How To Create GDP With A Special Event

Question, what is a special event?  Well, according to the City of Toronto in the Country of Canada, a special event is a sporting, cultural, business or other type of unique activity, occurring for a limited or fixed duration (one-time, annual) and presented to a live audience, that impacts.

Listed below are some examples of Special Events in the State of Georgia - United States of America:

1)  Festival Peachtree Latino
2)  Frederick Douglass High School Alumni Cookout
3)  MWPHGLGA York Rite Cookout
4)  Atlanta Braves Baseball Games
5)  Atlanta Falcons Football Games
6)  Road Atlanta (Motor Sports)

So basically, a festival in your local city or town is a great precedent.

When people spend money at special events, they create expenditures which relates to part of creating GDP for that particular area whether it be in a community, town, city, county or state.

OK, so what does GDP stands for?   In short, GDP acronym stands for Gross Domestic Product

This is a measurement of spending and the production of the products or services we purchase in the United States of America.     Don't be fooled, the BEA  (U.S. Bureau of Economic Analysis) is responsible for calculating and reporting the GDP.

Doing business with the Federal Government requires companies to understand how the government operate under their Acquisition Process.


 
When government consider performance based contracting, they do not lose sight of the reason for using this technique. Its purpose is to obtain better performance or lower costs or both. In other words, things should work better and cost less.



Contractor Capability


Basic to the concept of performance-based contracting is to adopt contracting specifications and procedures permitting the contractor to devise the most efficient and effective way to perform the work. However, drafting of statements of work which enable contractors to use their initiative is only part of the task. Choosing a capable and trustworthy contractor is absolutely essential. Thus, past performance evaluations and partnering are necessary ingredients to selecting the contractor and working with it.




There are Seven Steps that the Federal Government use in Performance Based Acquisitions:

1.            Establish the Team
2.            Decide what problem needs solving
3.            Examine private-sector and public-sector solutions
4.            Develop a Performance Work Statement (PWS) or Statement of Work (SOW)
5.            Manage Performance

Hidden In Plain Site Is To Allude Or ILLude

Can you find the Eye Glasses in the old flowery pattern chair seen above?  

Sometimes things are hidden in plain site and it is up to us Business related People to find them. 

Perhaps, its a lesson in paying close attention to detail. 

Then again, it could be a lesson in how to protect proprietary secrets as small business owners.

( Or )  I can hear somebody say, " C. Henry, this could be a lesson in where not to put your eye glasses."

Hiding things in plain site is simply to allude or illude?  

So, what is the real difference between both?

Well, to allude means to suggest or call attention to....  

( Hint: Marketing & Advertisement (404)348-8319 )

The prime example of alluding is this particular blog. 

To illude means to trick or deceive.

In my professional opinion, trickery is not always good business practice.

The Memory of Mr. James Evans

Often times, I would speak of a Modern-Day Tribe from whence I've come from called, "Kevin Heights Neighborhood".   This area is located in the City of Atlanta, Georgia and part of the Community of Collier Heights.  It is a special place, because of its unique ability to raise children while forming them into thriving, productive Adults.

On Sunday morning,  August 14th 2016, God called home a greatly admired individual whom I had the honor to know throughout my life here in Atlanta, Georgia.  Unique to some and not to others, from my youth into adulthood, I only knew him as Mr. Evans.

In fact, it took the realization of that particular actuality, to settle in my mind when a Neighbor ( A person the same age as myself.) who I grew up with, kept calling me by my 'Last Name' as I walked my dog through the neighborhood when his kids were present. 

Why do I make that assimilation?  

Observing the aforementioned occurrence; one day I pass by this nearby resident again, then stopped to greet him and ask his reasoning for his actions.

He simply stated, " C., do you remember when we grew up here?  We always address the Adults & Elders with 'Mr. or Mrs.' respectfully.   It is my intent to teach my children to follow in the same manner."

Thus, explaining the reasoning for calling Mr. James Evans.

Nevertheless, Mr. James Evans was and is a great Elder.  I recall several times when the Neighborhood called on Mr. & Mrs. Evans to support concerns in our community for decades and they gave wholeheartedly.

The above image attached with this blog identifies a superb quality of Mr. James Evans. It exemplify the fact, that he was always there to give his support to Kevin Heights Neighborhood and the Collier Heights Community while standing firmly in the background.

Finally,  two weeks ago, I pass by Mr. James Evans and greeted him.  I mentioned to him my future plans and he spoke highly of his Sons doing well here, as well as, abroad.

He will be missed, but not forgotten.  We greatly appreciated his wise guidance with counsel.

To ensure you learn how to write more successful proposals, Request a Debrief.

A debriefing can be a valuable opportunity on many levels; understanding agency's evaluation and source selection decision process as well as understanding what must be done to ensure the next proposal is written better to support the agency needs. The tips below help contractors to maximize the amount and value of the information obtained at a debriefing and to better position for the next proposal submittal.
1)   Always request debriefing, even if you are an awardee
2)   Submit your request in writing as soon as you receive the award
3)   Accept the first appropriate date offered
4)   If you are not awarded do not elect to defer your debriefing until after award
5)   Know what information the agency is required to disclose at debriefing before you attend the debrief 
6)   Prepare Questions in advance
7)   If you’re not the awardee leave your legal counsel out of the debrief
8)   Prepare to listen
9)   Take good notes
10) Do not be controversial 

Federal Acquisition Regulation (FAR) that supports Debriefing.
15.505  Pre-award debriefing of offerors.
Offerors excluded from the competitive range or otherwise excluded from the competition before award may request a debriefing before award (10 U.S.C. 2305(b)(6)(A) and 41 U.S.C. 253b(f) - (h)).
(a)(1) The offeror may request a preaward debriefing by submitting a written request for debriefing to the contracting officer within 3 days after receipt of the notice of exclusion from the competition.

FAR 13.106-3 (d)
(d) Request for information. If a supplier requests information on an award that was based on factors other than price alone, a brief explanation of the basis for the contract award decision shall be provided (see 15.503(b)(2)).

15.506  Post-award debriefing of offerors.
(a)(1) An offeror, upon its written request received by the agency within 3 days after the date on which that offeror has received notification of contract award in accordance with 15.503(b), shall be debriefed and furnished the basis for the selection decision and contract award.
(2) To the maximum extent practicable, the debriefing should occur within 5 days after receipt of the written request. Offerors that requested a post-award debriefing in lieu of a pre-award debriefing, or whose debriefing was delayed for compelling reasons beyond contract award, also should be debriefed within this time period.

There Is A Discussion Regarding The Evolution From IPv4 to IPv6

Recently, there started an ongoing discussion within the Internet Society regarding the evolution from IPv4 (Internet Protocol version 4) to IPv6 (Internet Protocol version 6).

Because we did not get authorization to share the discussion or mention any names, we will simply state facts:

1)  IPv4 equals 4,294,967,296 Internet protocol addresses or Unique Identifiers when the Internet concept began to develop.

2)  Over time, IPv4 Internet protocol addresses or Unique Identifiers became used up.  Thus, there was a need for more Unique Identifiers.  Then, IPv6 was introduced.

3)  IPv6 equals 340,282,366,920,938,463,463,374,607,431,768,211,456 Internet protocol addresses or Unique Identifiers.

4)  Currently, there are roughly 7 Billion people in the World.  It is estimated now that 3.5 Billion people utilize a cellular phone. Most cell phones today have Internet access.

5)  There are many devices now then ever before that connect to the Internet and require an Internet protocol address or unique identifier to do so.

6)  The Internet today, plays a major role in politics, the economy and technically how a lot of machinery works.

7)  The Internet Society's " What We Do " is an excellent source of Information regarding Information Technology.

Macon-Bibb & UGA SBDC Offer Contractor Academy

'SBDC' is an acronym that means ' Small Business Development Center '.

' UGA ' in the State of Georgia is another acronym that stands for the 'University of Georgia'.

When you place these two acronyms with the City-County Government of Macon-Bibb, well, that is a great thing to connect to in Central Georgia.

Alright, that being said,  Macon-Bibb County Government  has team with UGA's SBDC to offer the Contractor Academy.

What is this all about?   The answer is simply to educate Small Business on how to do business with the Government.

Often times BIEMG Blogs feature Dannie James Sr's Monday Morning Contracting Tips on our blogs.

Why?  Well, it appears that doing business with the Government could be profitable if conducted correctly.

Located in the heart of Macon, Georgia is another individual who also encourages small business to do works for the Government.

Visiting Auburn Avenue Research Library on African Amercian Culture and History

Sometimes in life, the struggles that God takes us through, not only lead us on the right track, but mark indubitable occurrences that we often call miracles alone our journey.  Humbly, as I learn to submit to the Will of the Almighty, the load I carry on this path of life becomes easier.

If you ever wonder from whence you come from, wonder no more.  As an African American, I learned years ago, often times that our mere existence could be found within our heritage.

But, what is heritage?  Guess what?  Each day on this Earth, you generate heritage.  Heritage is not only a birth right, a tradition, or your own personal reservation. It is also a law.

Recently, I decided to visit the Auburn Avenue Research Library on African Culture and History located in downtown Atlanta, Georgia.

We often time ask the question “HOW” do I become successful in the Federal Government Market. The answer is simple but takes on huge responsibilities. Market Research is often referred to cavalierly as “easy” yet it is complex, nuanced, and can be extremely  powerful. If you are not prepared to take the time to do it right, be prepared to take the time to do it over and over until you do it right. This constant routine will cause you to pay more than you’re originally budget for Market Research, do it right the first time. 

Market Research power lies in the fact that it is used as a means to identify a course of action, action items based upon data. If we consider Market Research is the engine that penetrate the Federal Acquisition System, then a strong and vibrant Market Research Methodology must be in place. In the federal market you can’t expect to raise to the top of success if you don’t plan properly, planning requires information, information is obtained through RESEARCH. Therefore Market Research is paramount to your success when attempting to penetrate the Federal Acquisition System.

I have often mention, if you want to be successful in the federal government space it’s important that you establish a very similar structure in your company as the government does in its organization;

Example: The shortest section of the Federal Acquisition Regulation (FAR) is FAR Part 10, “Market Research” at essentially 2.5 pages of text; however, the phrase “market research” is referred to 91 times in most recent edition of the FAR. Market Research virtually affects ALL acquisition decisions being considered. Whether the government is looking for you (Market Survey/Sources Sought/Pre-Solicitations/Request For Information)  or you are looking for the government: Market Research dictates the outcome, whether they find you or you find them, market research is used.

Many years ago, as a young man, my late father would preach to me, two things.  Ok, many things, but this will not be a lengthy discussion.

So, two things will suffice here:

1) First impressions are usually lasting impressions.
2) Know what you are getting into, before you get into it.

Starting with the latter item first, please allow me to state facts to the best of my abilities.

On the evening of Monday, August 1st 2016, I received a call at my home office from the President of my Modern Day Tribe (Kevin Heights Neighborhood) in Atlanta, Georgia.

Within that particular conversation, it was understood that an emergency meeting was called.  Whereas, it was later discovered many citizens living along Martin Luther King Jr. Drive (GA SR 139) were greatly concern with parts of engineering drawings regarding the seven point two (7.2) mile corridor or State Route mentioned above on the West side of Atlanta, Georgia.

In a sense, this particular meeting was perhaps historical by nature.  Fore, in the image above, you will find Community Leaders, City Leaders and State Leaders as well.

Well, needless to say those are some facts gathered.

Now, regarding number 1.   Note to self, when called to attend a meeting with representatives of the Community, City, State and Federal Government - dress, as well as, govern oneself accordingly.

Proposal reviews are critical to writing a winning proposal and difficult to do well. Review teams must be correctly staffed, well organized, and carefully managed to help the writing team improve the proposal’s evaluation score. The color team review process does not include, step-wise, the review approach to arriving at a bid/no bid decision throughout the capture process, nor does it discuss the value or methods of performing win strategy reviews.  

The proposal development process includes formal proposal and pricing reviews called color team reviews. These reviews are the most cost-effective way to improve the proposal and ensure that the proposal receives the highest possible score in evaluation. Two Wrongs Does Not Equal Right

It is said,  "Good will always conquer Evil."  

Yes, it is true that atrocities have occurred to many people of a particular race, religion, ethnic group, sexual orientation and income level.

But, to kill anybody, because they resemble someone else in form or fashion is wrong.

In my humble opinion, two wrongs does not equal a right.

When you do evil deeds, you get evil results.

When you divide us as a people, you destroy what good is in place to make the changes that are badly needed.

I'm not an excellent writer of the American English language.   But, at this point in my life, it is the thought of peace that I convey here.

Killing innocent people is wrong.  Killing innocent law enforcement officers are wrong too.  Neither equal the right thing to do.

How to read a Federal Government RFP

The first thing to realize when reading a Federal Government RFP is that you don’t have to read the whole thing to determine if you’re going to pursue it. You do have to read it several times to ensure you understand what you’re pursuing and how you’re going to respond.  

It’s easy to feel intimidated when you look at a printed copy of an RFP that’s at least an inch thick (or even much, much larger). When you realize how much of it is content you have to read vs. how much it is boilerplate that’s there because regulations say it has to be there, it’s not nearly as bad.

The format for most Government RFPs is fixed by the Federal Acquisition Regulation (FAR). The FAR mandates that Government RFPs be divided into sections A through M. Each of these sections has a certain purpose and must contain certain information. But only a few of these sections relate to what to bid and how to prepare your proposal.
Of the lettered sections, the key ones to focus on are:
•Section L. Where you’ll find the instructions for formatting, organizing, and submitting your proposal
•Section M. Where you’ll find the criteria and scoring system that will be used to determine whether your proposal wins.
•Section C. This is where they say what it is they want you to propose (often called the "Statement of Work").
•Section B. This is where they tell you how to format your pricing.
•And sometimes, Section J. Sometimes they hide important stuff (like the Statement of Work) in Section J, attachments.

This doesn’t mean that the other sections are not necessary. Some may have things that you must respond to, like Section K, where they put the “Certifications and Representations” (Where you may have to “Certify” or “Represent” things like whether you are a U.S. firm, a minority firm, that you haven’t defaulted on previous contracts, etc.). But the others are part of the legal form or contract boilerplate, and you won’t have to read them the same way you will the Statement of Work and Evaluation Criteria.

The best approach to reading a Government RFP isn’t necessary to read it sequentially from start to finish the way you would a book. Instead, first look at Section A (usually the cover page). In a box on this page is the due date. Now you know how much time you have to prepare your response. Next jump to Section L and focus on how they want the proposal organized. Whether you think it makes sense or not, you absolutely must follow their outline. Then go to Section M and find out how you will be graded and what they think is important. Now go back to Section C and find out what you have to propose doing or supplying. To really understand how and what to offer, you'll also need to look at Section B, so you can see whether they want it priced by the hour, in fixed price units, or some other way.

Keep in mind that how you present the proposal will be bound by the instructions in Section L and how you will be graded is in Section M.

Observing the US Federal Reserve Board and the Bank of England

When Facing Law Enforcement

Having the opportunity to live as a Civilian and once a Law Enforcement Officer in my lifetime, I've gain insight into how dangerous it is to be in both positions. 

Therefore, I will try to define or identify valid points moving forward:

Number 1,   being mostly of African American Descent and Male; I'm concern and aware of how I should carry myself daily when walking, running, riding, driving or fly(ing) anywhere in a City, County, State, Country or most definitely the World.   

Therefore, to ease my concerns, I turn them over to God Almighty.

Number 2,   I will not justify any cause of death, period; to any person, animal or creature.

Number 3,  ' law ' is define as
a system of rules that are enforced through social institutions to govern behavior  

Note:  There are many interpretations of laws.   There are instances where certain individuals, groups or even companies with status ( money, political power, a higher level of influence. )  have the ability to maneuver through and around Laws of a particular land.

Number 4,  law enforcers are bodies of government employees trained in methods of law enforcement, crime prevention while detection, then authorized to maintain the peace, safety, order of a particular community.

Number 5,  when driving a vehicle or even riding with someone else operating a vehicle; it is wise to check (observe) the vehicle before riding off in it.

Granted that if you are a passenger in a vehicle that you do not own or maintain, you may not know the circumstances regarding the driver or the vehicle being operated.

Number 6,  carry your legal state sponsored, issued and valid identification with you at all times.  Before being approach by Law Enforcement, slowly and carefully gather those documents while in a well lighted area whether in a vehicle or outside environment to offer to the Officer or Officers for review.

Why offer your legal identification to the Officer first before they ask?  To show compliance.

Number 7,  understand the situation well when encountered by law enforcement.  This means something likely is of a concern, so cooperate.

Why cooperate?  Because, regardless of the current situation, it is now important to live to see another day.

Observing The United Kingdom Vote To Split From The European Union

It is understood that whatever happens in Europe, Africa, Asia or Australia, as well as, the other three continents not mentioned; could very likely have an affect on us in the USA. 

Whereas, when
17,410,742  Citizens of the United Kingdom voted to leave the European Union 
, the implications of their decision will now be felt here in the United States in some form or fashion.

I'm personally not in the business of speculation, but instead observation when it comes to our economy.

I would recommend to my clients and colleagues alike to pay close attention in the coming hours of these developments.  

Note:  The process of the UK leaving the EU may take years, but observing the markets now is important.
