Have you ever wondered how government agencies goals are established?

Statutory Small Business Goals established by federal executive agencies:

· 23 percent of prime contracts for small businesses;

· 5 percent of prime and subcontracts for women-owned small businesses;

· 5 percent of prime contracts for Small Disadvantaged Businesses;

· 3 percent of prime contracts for HUBZone small businesses;

· 3 percent of prime and subcontracts for service-disabled veteran-owned small businesses.

How Agency Goals are Negotiated and Established

SBA is responsible for ensuring that the government-wide goal for participation of small business concerns is established annually at the statutory levels and the reporting agencies' achievements are relative to the goals.

Here is how the process works:

1. SBA negotiates with agencies to establish individual agency goals that, in the aggregate, constitute government-wide goals. In addition, SBA also negotiates a small business subcontracting goal based on recent achievement levels, and a HUBZone subcontracting goal equivalent to the required prime HubZone goal.

2. Before the beginning of the fiscal year, agencies submit their proposed goals to SBA.

3. SBA's Office of Government Contracting determines if these individual agency goals, in the aggregate, meet or exceed the government-wide statutorily mandated goals in each small business category.

4. SBA notifies the agencies of their final agency goals.

Why It Is Critical To Help Keep Peace And Harmony In The Business World

Recently, I wrote on my Company's Social Network Connections, "It's amazing how the aftershocks in Japan, a blockade on the Ivory Coast, the Conflict in Libya and a possible Govt. Shutdown effect *SMB(s)."

First, let me state, that people losing their lives, far exceed their livelihood. So, in no way am I downplaying that aspect at all.

Second, I would like to state, if you are physically, mentally and spiritually strong in my professional opinion; you can pick up from a disaster of any magnitude and move onward with your life.

I'm a witness and I've also experienced what might be considered a disaster in some form. Nevertheless, I sincerely pray for those individuals and families who have or currently are suffering through things perhaps I couldn't even imagine.

Which brings me to the point that as a Small Business Owner, we must keep peace and harmony in our community, city, county, state, as well as, our country.

It is always good to extend a helping hand to others and the same would apply as a country helping another country in need.

However, the voice of a Small Business Owner should be heard, but what that individual or group of individuals convey, should be a direct reflection of the people or other business(es) they serve.

By learning to work with a difficult customer or addressing issues, mistakes, as well as, complaints accordingly, we can help solve many local to even International problems directly or indirectly.

The Advisory Committee on International Relations for the City of Atlanta is Ready to Support New Development

Wednesday March 30th, 2010, I was invited to the ACIR (Advisory Committee on International Relations) for the City of Atlanta - meeting. It promptly started at 3:00 p.m. EST and the new chairman at the helm is none other than City Councilman Kwanza Hall.

The meeting was held at the Swift Restaurant in the heart of the Historical 4th Ward District right behind the Old Sears & Roebuck Building or what you may now know as the Old City Hall East Building for Atlanta.

Needless to say, this was indeed a historical event. Number 1, I was among dignitaries or small business owners like myself from many regions of the World now living and striving in the City of Atlanta or its Metropolitan Area thereof.

Number 2, I sat and listen to the wise words of the Chairman Kwanza Hall, Former Chairman & Retired City Councilman James Maddox, and Ambassador Theodore Britton of Albania to name a few.

It is always a pleasure to listen and learn from those who are well traveled, educated and experienced in business development, as well as, International Affairs.

The City of Atlanta stills shines bright in the eyes of those individuals and companies who seek to help this great place strive from around the World.

By the way, if you have not visited the Historic 4th Ward Park, you might want to check it out. Green Technology is definitely at work there.

How FAR is the FAR when Devastation is involved?

Early part of March 2011, I realize just how far the FAR (Federal Acquisition Regulation) traveled. I spend an enormous amount of time researching and understanding the Federal Acquisition Regulation and other government regulations to support the goals and objectives of government agencies contracting departments as well as contractors attempting to do business with the government. What got my attention during my research and training is that this regulation among others stretches beyond the United States. Places located in the Asian Pacific known as Yokosuka Japan, the home of the Commander Navy Installation Command (CNIC) is also required to comply with this regulation.

I was selected to provide a series of training to the U.S. Fleet & Industrial Supply Center (FISC) Contracting Office at Yokosuka Japan in February 2011 with a delivery date of March 9 thru 11 2011, very significant dates. The training consist of a three day training workshop that covered; File Documentation, Sources Sought Justification and Fair & Reasonable Price Determination. Once I received the notice to proceed, I immediately started researching regulations outside, the FAR requirements that supported training foreign US Commands Contracting Departments. For the Asia Pacific, outside of the Defense Federal Acquisition Regulations (DFARS) and the Code of Federal Regulation (CFR), I had to brush up on the Navy Marine Corps Acquisition Regulations Supplement (NMCARS) and the U.S. Fleet & Industrial Supply Center Acquisition Supplement.

After conducting such a detailed assessment of other regulations requirements, I decided to research things to do in Japan and what the weather would possibly be like. I wanted to ensure I got some site seeing in and I wanted to dress appropriately while in Japan. The forecast weather was determined to be high 40 degrees for that area during my visit and there were plenty of sites to see. I was more than ready to complete my workshop before even getting started.

Fast forward after my workshop; on March 11th I was walking back to the Yokosuka Navy Lodge located on the base. I walked through a tunnel which was nearly 40 meters long. Mid way in the tunnel I was jolt with a force that nearly through me into oncoming traffic in the tunnel. Not familiar with the earth moving such as this I wasn’t sure what had happen. My view was limited due to the fact that I was in the tunnel and I could only see the opening and the rear of the tunnel. After I made it to through the end of the tunnel I received another jolt that nearly knocked me to my knees. I immediate realize that this was not normal.

After observing everyone outside their buildings and finally making it to Navy Lodge, I realize that I had experienced an earthquake. From the initial jolt in the tunnel, and routine evacuations of our hotel, until my arrival back to the United States March 13th , I had never experienced anything of this magnitude and devastation. Yokosuka Japan Navy Base is located on the water; we experience high water rushing land but never experience a true Tsunami. With the thought of water rushing on land at 400 miles an hour and 40 feet high surely put fear in ones thoughts.

So you ask me how FAR is the FAR when Devastation is involved? I say it is as FAR as Yokosuka Japan where contracting regulations remain the same. Let’s continue to pray for those who were effective by the earthquake and the Tsunami in Japan.

Whatever the one thing in the message which is always nearly the same, we never find out or even care to go further to try. One reason being, if what they say was true, nobody and again I mean nobody in America would be broke or penniless.
