Let’s start with the Contracting Officer Technical Representative (COTR)
As
the COTR, their primary duty is to monitor the Contractor's performance
to ensure that all of the technical requirements under the contract are
met by the delivery date or within the period of performance, and at
the price or within the estimated cost stipulated in the contract. In
addition, they will be required to review and certify to the Contracting
Officer that the Contractor’s invoices should, or should not be
approved for payment. This is very important for a Contractor, if you do
not have a relationship with your COTR, it could cause a delay in
payment.

· Visits and Meetings with the Contractor
· Inspections of the Contract Items
· Standards of Conduct and Conflict of Interest
